when,he saw the impacts of fake news on the,Ebola outbreak in West Africa we were,hearing reports there that people were,believing this was a deliberate attack,by the government against dissenters and,there were actually episodes of,healthcare workers being murdered as a,result and indeed subsequent research,showed that people who believed these,lies were less likely to do things to,protect their lives Paul joined forces,with statistician Julie Brainard to,model how misinformation affects the,spread of a disease each one of those,little people has their own little,probabilities attached to them about the,behavior they're going to do which is,meant to reflect that they all make,slightly different decisions the,individuals in the model make decisions,about whether or not to believe fake,news whether or not to pass it on and,whether to change their behavior as a,result potentially putting themselves at,higher risk of catching or passing on,the disease all these decisions are,based on data collected from a whole,range of peer-reviewed studies from,various historical disease outbreaks,changing the parameters of the model and,running it thousands of times gave Paul,and Julie an insight into the power of,fake news during an epidemic something I,didn't expect was how small the change,had to be in the information balance and,I only had to tilt that ever so slightly,make it 60 percent good advice and 40%,bad advice to sort of cancel out the,effects of the bad advice,the w-h-o have already taken note of,Paul and Julie's findings in their,communication strategy when I look at my,social media right now I can tell that's,the strategy they're using they're just,flooding the system with the,good-quality safe solid information,meanwhile governments and public,authorities,thing mixed results in the fight against,fake news the fact that there's so much,of this misinformation about public,authorities it could be very difficult,for these organizations to try and,dispel you know this misinformation so,that's where independent fact checkers,who are not associated with these public,authorities can do really important work,according to Scott's research people are,beginning to question online news,sources they're making decisions not to,pass things on and choosing new sources,which they consider to be more reputable,all of which Paul and Julie's model,suggests will make a big difference what,I've shown in principle is how people,being resistant about advice and I've,called it immunized here but it's not,against disease it's against bad,information being resistant not sharing,the advice not believing it not acting,on it,those people can actually slow down that,advice that might encourage people into,unsafe behavior I think to me the most,important conclusions of the work is,that you can think about misinformat

try to better understand Tick Tock,amid all of the headlines as you know so,well,um that include National Security issues,which we talked about here this morning,with the treasury secretary as well as,the world of creators and and what Tick,Tock is going to be and what you want it,to be,I want to start if we could uh just with,a little bit of your own personal,background because more than a decade,ago you were an intern at Facebook,interestingly enough and you were a,student at Harvard Business School,and I just wonder if you ever imagined,that you were going to end up running,they are now biggest competitor,well the short answer is no absolutely,not,um so I'm show I'm from Singapore I'm,very jet-lagged because I flew from,Singapore it is 20 hours away,um I'm a father of two,I'm 40 years old,and about 10 years ago I um was in China,and I met with two young entrepreneurs,two young engineers and,they were starting a company they,recognized a an opportunity to build a,good product that people wanted,started building a product I had a,chance to invest in them and became,friends and slowly you know like any,good startup Story the product grew,bigger and bigger and you know today,it's become the size of a tick tock and,whatever we have today so that's been a,journey it's been unbelievable I,couldn't have imagined 10 years ago that,it would be of this scale today,let's go straight if we could sure to,sort of the large headline that I think,it is perhaps the cloud that's over,to understand how you think about it uh,because there has not a lot of,bipartisan support for for most things,uh here in the US as you know but there,seems to be uh some bipartisan agreement,around tick tock and what is perceived,as the danger of it and this idea that,it is ultimately controlled by the,Chinese and therefore the Chinese,government,what what is that what when you hear,that headline what do you think,I think first of all that we take all,these concerns very seriously we have,been studying them and for the last,couple of years we've been working with,cypheus and uh oh with our Engineers to,try and solve what we think is a very,solvable solvable problem,the problem that we have,um you know can really requires third,party verification and it requires,transparency,and the solution that we have built you,must have read about this is called,project Texas that's the project name,internally,and the idea is that we will take the,data that you have in Virginia and in,Singapore where Tick Tock user data is,stored today,move it into a third-party Cloud,infrastructure and in this case we have,chosen Oracle to be our partner because,they have strong capabilities and,security,they are providing software assurances,as well to the code that's inside and we,have rigorous data access protocols such,that only a team made up of U.S,residents can have access to that to,that U.S data,so again it's a solvable problem now we,have built what I think is an,unprecedented solution to try and solve,this problem it's extremely expensive to,build it's incredibly challenging to do,it but that's a commitment to when,addressing some of these questions let,me ask you this so this this is FBI uh,leader Chris because Chris Ray to the,house Homeland Security committee he,said he's quote extremely concerned that,under Chinese law Chinese companies are,required to do whatever the Chinese,government wants them to do in terms of,sharing information or serving as a tool,of the Chinese government,what happens in the reality behind the,scenes in terms of how this actually,works or happens,so the FBI director through his team,through cyphius is has,um access to the discussions and and the,plans that we are building to solve and,address this problem and I'm very,confident that,this will address the concerns that he,has raised,now for us you know no U.S no foreign,government has asked us for U.S user,Data before really to happen and if they,did we would say no,we have a transparency report that we,publish every quarter like most other,consumer internet companies and in the,report will spell out the details of the,various data requests that various,governments around the world have asked,of the citizens of their country and we,want to make it very transparent so you,can keep your eye on that report to see,you know the the kind of requests that,we are disclosing,one of the things though that people,wonder about is the algorithm,the famous algorithm I want to get into,how how well that algorithm works but,the idea that you can separate the,algorithm,and the technology completely and,utterly in the United States versus,having to be somehow connected to China,the algorithm is separate today,the code is also separate at this It’s hard to watch the pandemic drag on as Americans,refuse the vaccine in the name of freedom.,“You’re talking about an unproven,,untested vaccine that doesn’t even seem to really protect,people, because people who’ve gotten the vaccine are,getting sick.”,I went to one of the places with the worst vaccination,rate.,“I don’t want a poison forced into me.”,“I’m tired of you all trying to control us.”,“One of the best things we have is our own God-given,natural antibodies.”,It also has one of the worst Covid case,rates in the country.,The Ozarks.,“I don’t take the flu shot.,I don’t take the pneumonia shot.,I don’t take any of them.”,I wanted to find out why residents here aren’t getting,vaccinated.,“You’re trying to mask these kids up.,It’s detrimental to their health.”,And what, if anything, could convince them otherwise.,“Hey, Mr. Green,,it’s Dr. Martin here.,How are you?,I heard you had kind of a rough night last night.”,Christopher Green is 53 years old,and fighting for his life.,Like 90 percent of the patients in this packed hospital,,he’s unvaccinated.,“He’s just walking a very thin tightrope right now.,And to be honest, I don’t expect him to get out of this,without being on a ventilator.,And if he has to be on a ventilator,,I don’t expect him to survive.”,I immediately asked Christopher, why hadn’t he,gotten the vaccine?,It was eerie to hear Christopher insist,on his individual freedoms, even,as he struggled to breathe.,Do you think other people should get it?,Christopher represents a genuine challenge.,Do the American values of individual choice,have to take priority over public health?,“By the time they’re here, what can you do, you know?,And when somebody is in a room — really,,really sick and can’t breathe and suffering — I mean,,it’s just not a good time for a lecture.”,But the result in a place like Mountain Home,is a 36 percent vaccination rate.,And people are dying.,“Let everyone live their own life.”,I heard this over and over.,Freedom.,Choice.,“Don’t do it because somebody’s pressuring you,to do it.”,“Everyone has the right to choose.”,Almost everyone I met in Mountain Home,told me they knew someone who died from Covid.,Most people are undoubtedly concerned about the pandemic,here.,It didn’t feel to me like a QAnon convention.,Misinformation certainly exists here.,But a powerful force behind the hesitancy,is this fundamental idea of personal freedom.,But in a community where individual rights are taking,precedence over everything else,,you get endless individual reasons not to get,vaccinated, like believing the vaccine doesn’t work.,A preference for hearsay.,“He had heard that the people that were spreading the virus,were people that had already had the vaccine and that they,were carriers.”,Straight-up fear.,“How just people having reactions.”,Even among those who overcame their hesitancy,,there’s a lack of urgency.,“I don’t really have any reasons to be out,in circulation with the rest of the public.,I just enjoy my dogs and work out on the farm and raise,my koi fish.”,With all these reasons not to get vaccinated floating,around, it makes it hard for those,who actually do want it.,“I have a parent who does not necessarily support,vaccinations.,It was hard because she asked me where I was going.,I was like, ‘Oh, I’m going to get vaccinated.’,And she was not very happy with that.”,What struck me was that Mary Beth had the courage,to go against the grain.,“People should be more concerned about,the well-being of those around them,,because I feel like not enough people are thinking about,other people when they make the decision not to get,the vaccine.”,There’s an irony in someone rebelling against a culture,of individualism for the good of their community.,But voices like Mary Beth’s are drowned out by leaders,who are contradicting public health officials.,“No.,The state is not going to be requiring and mandating,vaccinations.”,“And I don’t believe anyone should be forced to take,the vaccine.,It should be your personal choice.”,“These vaccines are always voluntary and never forced.”,“We don’t have to accept the mandates, lockdowns,and harmful policies and the petty tyrants,and bureaucrats.”,“We can either have a free society,or we can have a biomedical security state.”,There’s no better place to see the impact of this political,rhetoric than in the hospital.,Only about 50 percent of the staff are vaccinated.,None of the unvaccinated staffers,were willing to talk.,“There are just a lot of people that you cannot,convince to get vaccinated — patients, employees.,It’s very frustrating.,It’s sad.,It’s — I don’t know — it’s disappointing.”,Just a few months ago, the staff,was planning a cookout to celebrate the end of Covid.,But instead of barbecuing, they’re now battling another,surge.,“It’s exhausting.,We’re all exhausted.,We don’t have staff.,We don’t have beds.”,One obvious way out is to music),- Are they feeling down lately?,- Just remember, I loved you once.,And that love goes for a friend,,family, or any relationship.,- What TikTok doesn't know,is that the 24-year-old from Kentucky,isn't a person at all.,It's one of the bot accounts programmed,by The Wall Street Journal.,Let's call it kentucky_96.,We set up these accounts to understand,how TikTok figures out your unexpressed interests.,We assigned each bot a date of birth and an IP address,,which told TikTok their location.,None were given a gender.,We gave each bot or user interests,but those interests were never entered into the app.,The only way our users expressed their interests,was by rewatching or pausing on videos,with related hashtags or images.,Some were into extreme sports.,Others were interested in forestry.,Or dance.,Or astrology.,- I'm not the babysitter, I'm not the parent.,- Or some other topic.,- Keep scrolling if you hate animals.,- For all our accounts,,we found that TikTok draws users in at first,by serving a wide variety of videos.,Many with millions of views.,Then as the algorithm sees what you respond to,,the selection of videos and the view counts,can get lower and lower,with fewer of them vetted by moderators,to see if they violate TikTok's terms of service.,We reviewed our experiment,and its results with a data scientist,,an algorithm expert, Guillaume Chaslot,,a former Google engineer,who worked on YouTube's algorithm.,He's now an advocate for algorithm transparency.,The says TikTok is different,from other social media platforms.,- The algorithm on TikTok can get much more powerful,and it can be able to learn,your vulnerabilities much faster.,- In fact, TikTok fully learned many,of our accounts' interests in less than two hours.,Some it figured dance bite dances,effectively controlled by the CCP so we,have to ask whether we want the CCP to,control what is on the cusp of becoming,the most powerful media company in,America that is very troubling and so I,was glad to see my colleagues in the,senate pass in unanimous fashion a band,of tick tock on government devices I,think we should do the same in the house,and expand that ban authoritative,information investing in digital,literacy education to help get ahead of,the problem at scale but this is not,about misinformation with Tick Tock I,want to get more your concern and I'm,curious are you more concerned about,the Chinese government having our data,which one might argue they already do or,are you more concerned about the fact,that this out that the algorithm we know,nothing about and they can turn it on or,turn it off to say what they want to say,in any moment to billions of users,around the world,well I'm concerned about a few things I,am concerned about the Chinese,government effectively compiling,dossiers filled with our data but you're,right to suggest that predates Tick Tock,right I remember getting a letter after,the OPM hack because my military records,potentially would have been compromised,that gives them enormous leverage for,example anytime an American is operating,in China or if there's something our,intelligence Community needed to do I'm,concerned about that I'm concerned about,tick tock's ability to track your,location track your keystrokes track,what websites you're visiting even when,you're not using the app I'm controlled,about the LA I'm concerned about the,lack of transparency around the,algorithm which is addicting kids but I,think what's most pernicious is the fact,that since a lot of young men and women,in America increasingly turn to tick,tock to get news what if they start,censoring the news right what if they,start tweaking the algorithm to,determine what the CCP deems fit to,print that's incredibly dangerous that's,as if in 1958 we allowed the KGB and,prabda to buy the New York Times the,Chicago Tribune and and the Washington,Post that actually probably understates,the threat I think it's it's a,multi-pronged threat we need to look at,is this,um is this something with Tick Tock that,you think,can they create an American version or,do you think there's just no way to,split this company up to protect,Americans,one acceptable outcome and this would be,allowed in the bill that I have which is,a bipartisan bill with my colleague Raj,krishnamorthy so here you have not only,a Democrat and Republican working,together but a Bears fan and a Packers,fan working together on this issue Chuck,uh it will allow for a sale to an,American company that option was,explored during the
